When fighting any trainer in Erika's gym in Pokemon Blue, if the player's active Pokemon is Ivysaur and the opposing trainer's Pokemon knows Poison Powder, the opposing Pokemon will ''only'' use Poison Powder (which has no effect on Ivysaur) every turn until the player knocks it out. Presumably this also occurs with Bulbasaur and Venusaur; I have not tested with other grass or poison Pokemon, and have not yet tested in Red or Yellow. I'm guessing the AI is programmed to give poisoning the player's Pokemon a higher priority than any other move, and does not take into account if the target is immune.
