I am curious to know if anyone has run into a separate report that better fits Lugia's description. Also, does anyone happen to remember at what point in the game they watched the red Gyarados report, and any of the other two, for that matter? :Your "(without causing destruction by merely fluttering its wings)" seems to implicate Lugia much more than Ho-Oh.
