Unfortunately, I have no idea what level my Avenue was at the time, but it was likely pretty high since it was 27 or 28 before I got around to beating the Elite Four. (That was four days ago. A little while ago I hit level 30. :It definitely seems that store owners can recommend shops to fans, and sometimes the fans will go there, sometimes they'll say "Next time." One odd instance I saw is that a fan went to a shop recommended by another store owner, and then left the shop saying it "wasn't what they had in mind."
