This week I watched the subbed version with my Japanese penpal while she visited me and there is no mention of Jessie (and James) being 25 years old. In the subs Jessie said Misty was 10 years too early to think about love-hate relationships, then James said they don't think about it yet which means they less than 20. In the episode with the test Jessie said she's 17, this is more likely as she and James is the same age and considering James' parents still trying to force him into marriage he can't be older. My friend Michiko confirmed the sub we saw is accurate and that the screenshots I've seen where it said "five years older" is mistranslated, so therefore Jessie and James' maximum age as of the second movie is 19 as they're not yet 20.
