While "Individual strengths" does sound nicer than "Individual values", everyone who understands the concept is used to the term and understands it well enough that changing it now will simply create an unnecessary headache. :That's not really the most relevant of points, given that Bulbapedia's policy is to use the official names for articles (the only reason that the Effort values article hasn't been moved to Base stats is that it's not been decided what name to move the old base stats page to).
