:: I'm not sure about that, I think there are some legendaries which there are only one of, and there can only be one of (such as Arceus, Dialga, Mesprit etc).  These Legendaries have to be unique, the storyline says that they have to be.  I think that Ho-oh isn't unique though, although there's no way of really telling.  It is a flying type, so it could well appear in each of the aforementioned reigons. :::It's almost certainly a species. The only Pokemon that can't be multiples (at the same time) are Arceus, Dialga, Palkia, and Giratina. But Arcues can re-create Dialga, Palkia, or Giratina if they are caught by a trainer, as shown in the HGSS event. As for Arceus, it's likley that it can re-create itself if caught. I mean, it DID come out of an egg. An egg similar to those it gives you in the HGSS event. This would also explain Arceus with different IVs, Natures, Characteristics, etc.
