The strip of empty land is hard to see because part of the grass is blocking it, but it's still visible enough that the grass doesn't look like it reaches the water. However, if you walk in that strip of empty land, your character will look as though he/she is walking in tall grass, and Pokémon can be encountered while walking on that strip of land.
