Sludge

For the error section Horsea was never told to use sludge, unless it was told to in the original Japanese episode, in which case it should be clarified. All that happened in the dub was Misty shouted "Champions?" in response to Team Rocket and Horsea just fired ink at them. Ink is not equal to sludge, especially when there was no command.
