9.8%?
It says in Generation 1 that it has a 9.8% chance of lowering speed. But it doesn't say that in Generation 2, that it was changed to 10%, like most moves with a percentage chance do. Does it actually have a 9.8% chance even in later generations? or does it need to be mentioned that it was changed to 10% in generation 2? [[Derian]]
