Wasn't Brutella also in Pokemon heros at the beging of the movie and tryed to kiss Brock?

Didn't Nastina and Brutella reappear in Johto to try and steal Golden Magikarp eggs? And also, weren't they recruited by Team Rocket?

I don't think it even happened. The only article that I can find with both Magikarp and Nastina/Brutella's name in it is List of anime characters.
