Technically as croagunk is a pokemon with gender differences and had gender differences since introductiob,brock's croagunk was confirmed male ever since its debut. since gender differences were established in the franchise before brock's croagunk even existed. :As I stated on Meowth's page and another admin in the above section, Croagunk was hit by an Attract from a female Togepi.
