That is patently false. The minimum number of residents is 0, plain and simple, as demonstrated by the previous comments. I have no idea where the 12 comes from but I have 0 residents and I have seen on the internet a lot of reports of 3-11 residents. | |||
Also, it would be great to indicate that the number of people in the city '''decreases''' over time, rather than increasing as one would assume from the current formulation. | |||
