Okay, so I just finished a battle in the Battle Castle, and using the table, I should have received 49 CP. However, I only got 43. No Pokémon fainted (9), they all started and finished with full health (9), 2 Pokémon did not recieve status ailments (2), I won using only 4 PP (8), and all 3 of the opponent's Pokémon had their levels raised (21). By my math, 9+9+2+8+21=49. Clearly, there is either some error in these numbers, or there are unknown conditions that can be met to recieve CP. Yes, Palmer is the 21st opponent, rather than appearing after winning 21 battles, so you technically only need a streak of 21 to battle him (the same goes for Argenta).
