:He could've accidentally released it like the case with {{TP|Dawn|Pachirisu}}, but unlike that, he probably never found it after releasing it. But still, this is all just speculation saying that Barry ditched his starter, he found a wild Empoleon or a wild Piplup/Prinplup which evolved into Empoleon, he just knows about the evolutionary path, Piplup was his true starter, he was given a Piplup by a random stranger, or that he got Piplup in a trade, etc. — it's all speculation no matter which way you go so it's being said that he never got it as a Piplup and it is not his starter.
