It shouldn't be considered an exception just because their names are same. Silver's Feraligatr and Vee not covered in Project Anime, therefore I don't have a say in what gets added to them. But we are not doing here. Gym Leaders are different as they have the Pokémon no matter what. Evolutions is based off the games, so the Barry we see in Evolutions is not the same Barry as the main anime, as such, Evolutions Barry's Empoleon is not the same Barry's Empoleon as the main anime. The May we see in Evolutions is not the same May in the main anime. The reason why the game stuff is not added is because the rival does not have a fixed starter.
