I know there have been a lot of discussion about weather legendary Pokémon should be added here but theses 3 dragons that appeared in the latest movie are a different case. We've always determined any Pokémon Ash has given a command to as qualifying for the Temporary section. He commanded these three to do specific moves several times and even formulated complicated strategies. In fact he even commented on it being a "battle".
