This produced 2 types of Celebi: one that was sent directly to the Pokémon Colosseum save file, and one that was sent directly to a GBA game. While it has been found that the one sent to the Colosseum save file can never be shiny, there is no conclusive proof about whether or not the one sent to a GBA game can be shiny. However it is considered likely that the Celebi sent to a GBA game is produced in the same way as the one sent to Colosseum and therefore can not be shiny.
