Sea guardians is a fan term for the Mythical duo of Manaphy and Phione. The sea guardians bear some similarities to the Mew duo; instead of an unnatural (through genetic engineering in a lab), stronger version, Phione is a natural (through breeding), weaker version of Manaphy; both also appear before the "original" in the Pokédex.
Due to conflicting evidence from official sources, Phione's status as a Mythical Pokémon is uncertain; if it is not a Mythical Pokémon, the sea guardian duo is not a Legendary duo.
History
Both Phione and Manaphy were introduced in Generation IV. Manaphy was born on a cold seafloor, it is born with a special power that allows it to bond with any Pokémon. Eighty percent of Manaphy's body is made of water and is highly susceptible to its environment. Phione lives in warm seas and will inflates the sac on its head to drift in the water and search for food. When the water grows warm, it will drift in packs with other members of its species. Both will swim back to their place of birth, no matter how far they have drifted. Manaphy and Phione are both capable of breeding, each can only breed with Ditto, and Eggs from both Pokémon will produce only Phione.

Manaphy, the Seafaring Pokémon, can be received as an Egg from any Pokémon Ranger game when transferred to Diamond and Pearl, Platinum or HeartGold and SoulSilver. Otherwise, it is only available in a core series game from an event.
Manaphy's stats are completely equal, having 100 for each of its stats. Manaphy's signature move, Heart Swap can switch any increase and/or decrease in stat changes with the target. It bypasses accuracy checks to always hit, unless the opponent is in the semi-invulnerable turn of a move.
In Pokémon Platinum, Manaphy can be seen from the book lying on Mr. Backlot's desk, allowing the player to record its data to complete the Sinnoh Pokédex.
In Pokémon Ranger, during the fourth mission in Lyra Forest, a Manaphy Egg must be retrieved in the area around the entrance to Krokka Tunnel. After the mission has been completed, the Manaphy Egg can be transferred from this game to Pokémon Diamond or Pokémon Pearl.
In Pokémon Mystery Dungeon: Explorers of Time, Darkness and Sky, while exploring Surrounded Sea, the team finds a Wonder Egg that hatches into a Manaphy. They look after it in Sharpedo Bluff for a while but it becomes sick from spending too long out of the sea. Manaphy is sent to live with a Walrein but returns soon after the defeat of Darkrai to officially join the team now that he has grown up. Manaphy loves to explore and discovered the Marine Resort. Manaphy loves Gummis, especially the Blue Gummi due to being a Water type.
In Pokémon Ranger: Shadows of Almia, in Vientown a Special Mission where a Manaphy Egg that washed up on shore has gone missing with Mimi's Happiny. It can then be transferred after completing the mission.
In Pokémon Rumble, a Manaphy can be obtained from a ticket for releasing three Phione.
In Pokémon Ranger: Guardian Signs, a Manaphy Egg can be obtained at Renbow Island, it can be transferred after completing the Special Mission.
In Pokémon Rumble Blast, a Manaphy can be obtained in Rugged Flats, in the Beach once receiving 20 customers.
Phione

Phione is the Sea Drifter Pokémon, it can be obtained from an egg lain by Manaphy starting from Diamond and Pearl.
Phione's stats are also completely equal, however being the offspring it has weaker stats, having 80 for each of its stats.
In Pokémon Mystery Dungeon: Explorers of Time, Darkness and Sky, Phione can be found at in Miracle Sea in the Miracle Seabed. When the boss of the dungeon, a Gyarados, attempts to forcefully relieve the Phione of all their dew. Once Gyarados is defeated, the Phione reward the player with the dew. In any further explorations the player decides to take, the player can recruit Phione once automatically by reaching the end of the dungeon.
In Pokémon Ranch, Once 250 Pokémon are present on the ranch, it will expand and jump to a new level. When this level is obtained, Hayley will add a new Pokémon to the "Wanted" board, Leafeon. When Leafeon is brought to the ranch, she will offer to trade her Phione for it.
In Pokémon Rumble, a Phione can be obtained from a ticket for releasing Lapras and Vaporeon.
In Pokémon Ranger: Guardian Signs, Phione is available underwater at Canal Ruins, after finishing the game.
In Pokémon Rumble Blast, a Phione can be obtained in Rugged Flats, in the Beach after receiving 20 customers, along with Manaphy.

In the Pokémon anime, Manaphy debuted in the ninth movie, while Phione debuted in an episode.
Manaphy played a major role in Pokémon Ranger and the Temple of the Sea. It was initially an Egg that an evil gang and its leader wanted to steal. Manaphy hatched in May's hands and subsequently saw her as its mother. It then helped Ash, his friends, Pokémon Ranger Jack Walker, Lizabeth, and Lizabeth's family find the Sea Temple Samiya. It is known as the Prince of the Sea. It was later mentioned in Up Close and Personable!.
Phione appeared in Hold the Phione!, where a group of Phione were swimming in the sea near Chocovine Town. One of them became attracted to Dawn's Buneary.
In the manga
In the movie adaptations

Manaphy is a main character in the ninth Pokémon movie, Pokémon Ranger and the Temple of the Sea. Likewise, it appears in the manga adaptation of the film by Makoto Mizobuchi.
In the Pokémon Adventures manga
Manaphy first appeared as a silhouette in the Emerald arc of the Pokémon Adventures manga. Guile Hideout questioned going after it should he succeed in his plans.
At the very end of the Platinum arc in The Final Dimensional Duel XI, Manaphy's Egg was delivered from Fiore to Diamond and Pearl via Looker. Later, after the Egg had hatched into a Manaphy, a Phione Egg appeared next to it at the Pokémon Day Care in Solaceon. After hatching, the Phione was seen being trained by Diamond and Pearl. During the training, it was seen using Heart Swap, a move it should be unable to perform in-game. Manaphy was also seen walking with the Day-Care Couple, meeting its offspring through the fence.
In the Pocket Monsters DP manga
Manaphy first appears as an Egg in I Want to See a Pro Game!! which Red and his Pokémon find on sea. Professor Oak investigates it and tells the group about the Egg hatching into a Legendary Pokémon. It later hatches into Manaphy but becomes lazy due to Clefairy's parenting skills.
In the Pokémon Ranger the Comic: Double Mission manga
In the manga Pokémon Ranger the Comic: Double Mission, Cameron from Summerland found Manaphy's Egg on Fiore's Sea. Then, it was stolen by the Go-Rock Squad, who wanted to use its enormous powers for bad purposes when it hatched. This plan failed when Solana and Lunick saved the Egg and it was given to a Trainer who lives in Sinnoh.
