Ralts's appearance seems to be based slightly on that of a young child, following the theory that young children can sense feelings easier and more thoroughly than adults. Its red "horns" also resemble the tips of a heart shape.
Ralts is based [https://en.m.wikipedia.org/wiki/Ochikubo_Monogatari Ochikubo Monogatari], a well-known Japanese fairytale in which a young Heian princess wears a bowl covering her face until she finds true love. Both the bowl motif and the unmistakable "nagabakama" (long trailing split hakama worn by princesses) in Ralts' design point to this.  Additionally,  Ralts' final form- Gardevoir- loses the bowl to reveal great beauty and affection for its master (in the fairytale, a prince who takes the abandoned princess in to serve him.)
