In Japan, upon the release of Ruler of Illusions: Zoroark, this card was made available as a holographic L-P promo in the LEGEND Perfect Set. The English print was made available in the Fall 2010 Collector's Tins.

This Raikou card is based on the Template:Shiny2 Nintendo event Raikou given out in Japanese movie theaters playing Ruler of Illusions: Zoroark in July 2010. Zap Cannon is a move in the Pokémon games that the event Raikou knows. This card's Pokédex entry comes from Pokémon HeartGold.
