Phanpy are small, blue elephant Pokémon that has a cute appearance. It has two red pads on each of its big ears and another on the bridge of its trunk. Its trunk is sensitive and its ears serves as fans to coll itself down. Despite its small size, Phanpy is quite strong, and can easily carry an adult human on its back.

It is a timid Pokémon that flees very easily. However, it has a very affectionate side and can be very friendly, even if it doesn't know its own strength. During the deserted morning hours, Phanpy comes ashore where it deftly uses its trunk to take a shower. When others gather around, they thoroughly douse each other with water. Phanpy can be seen drying their soaking-wet bodies at the edge of water. For its nest, Phanpy digs a vertical pit in the ground at the edge of a river. It marks the area around its nest with its trunk to let the other Phanpy know that the area has been claimed.
This small trunk is sensitive, yet strong. It can send a person flying with an affectionate, playful bump of its snout. The trunk is also strong enough to shatter any arm bones it hits. Additionally, this little Pokémon is easily capable of carrying an adult human on its back.  


While it is normally found in {{DL|List of Pokémon by habitat|Rough-terrain Pokémon|rocky regions}} and terrain, it also likes lakes and watersides. Although normally found in [[Johto]] and the [[Sevii Islands]], there have also been sightings in [[Kanto]], [[Orre]] and [[Sinnoh]]. They have also been imported to the [[Hoenn Safari Zone]]. In the episode ''[[EP230|Hatching a Plan]]'' it is seen that baby Pokémon such as {{Ash}}'s Phanpy needs to be lured by food to be captured the first time.

Phanpy seems to be based on an {{wp|elephant}} {{wp|calf#Other animals|calf}}. The red pads on its snout and ears may be inspired by the fabrics and jewelry used to adorn elephants during various {{wp|Elephant Festival|celebrations}} in India. Its ability to curl itself and roll like a wheel appears to mimic {{wp|tyres}} which is more obvious association in {{p|Donphan}}. Phanpy's {{t|Ground}} type may come from the fact that elephants like to play in mud or that tyres always stick to the ground and are made out of {{wp|rubber}} which is known as a great {{wp|Insulator (electricity)|insulator}} fitting the {{type|Electric}} immunity. Its bright coloration contrasting with {{p|Donphan}}'s grey pallete bring reminescence of colorful toys.
