Not much is known about Oakley nor her sister before ''Pokémon Heroes: Latios & Latias'', but since [[James]] instantly recognizes them, their reputation can be assumed to precede them.


Although the younger sister, Oakley appears to be the brains behind the operation. Annie may be more suave, but it is Oakley who masterminds the plan. Unlike Annie, Oakley has a lust for power - Oakley is quick to use the DMA, and once at its helm, her desires for power take over - in the dub, "I can control the whole world from in here!"; in the original, "Now this city is mine!" (もうこの町はあたしのもののよ！).
In the dub, they were assigned a mission by {{an|Giovanni}}, implying [[Team Rocket]] membership, but this is not present in the original.


She only uses it briefly, but Oakley is quick to learn how to use the DMA. In that time, she floods [[Alto Mare]], almost drowns [[Ash]], resurrects {{p|Kabutops}} and {{p|Aerodactyl}} fossils, among other things. Adept as she may be at using it, however, she does not know where to stop, and that eventually proved to be her downfall.
Oakley, along with her sister Annie, was after the Soul Dew and the {{pkmn|category|Eon Pokémon}} {{OBP|Latias|M05}} and {{OBP|Latios|M05}}, the entities they need to activate the mechanised weapon known as the [[Defense Mechanism of Alto Mare]] or DMA. Trailing Latias through Alto Mare, Annie and Oakley located the [[Secret Garden (location)|Secret Garden]], home to the Eon duo and the Soul Dew. While Latias escaped, Annie and Oakley managed to grab Latios and the Soul Dew.

Not long after activating the DMA, Oakley quickly learned how to use it. In that time, she flooded Alto Mare, almost drowned {{Ash}}, and resurrected the evil {{p|Kabutops}} and {{p|Aerodactyl}} Fossils, among other things. Adept as she may be at using it, however, she did not know when to stop, which eventually proved to be her downfall. When Annie tried to remove her from the DMA, she instead became stuck as well.

Excellent at balance and athletics, she has no trouble making huge leaps and cartwheels while fighting {{an|Latios}} and {{an|Latias}} and keeping perfect balance on a beam which [[Jessie]], [[James]] and {{MTR}} have trouble with. She also have some very advanced technology at hand - she has glasses which can identify Latias when disguised and can see Latias and Latios when invisible, and they capture Latios using what appears to be a net of energy.

Like her sister, Oakley is very charming, manipulative, tech-savvy, and thorough in her work. Both have vain, thrill-seeking personalities and a ruthless determination to succeed. Despite being the younger sister, Oakley appears to be the brains of the operation. Annie may be more suave and equally capable in combat and capture, but Oakley is the mastermind of the plan. Once driven power-hungry by the DMA (an implied side-effect of its operation), Oakley exclaimed "I can control the whole world from in here!" in the dub, or "Now this city is mine!" (もうこの町はあたしのもののよ！) in the original.

Oakley has excellent balance and athletic abilities, making huge leaps and cartwheels while fighting {{OBP|Latios|M05}} and {{OBP|Latias|M05}} with no trouble. She also has some rather advanced technology at hand, including special glasses that can see through optical illusions like transformations and invisibility, and her computer analytics applications allow her to scan data with incredible speed.

At the very end of [[Pokémon Heroes]], Annie climbed into the DMA to join Oakley and ended up getting stuck inside it. They were rescued by police, and ended up in a heavily-guarded prison. The last we see of the two is them in said prison, looking at a picture book about the events of [[The Power of One|the second movie]]. Presumably, both are still behind bars.
