Ho-Oh doesn't hold Sacred Ash in Emerald. Even if the Ho-Oh species has 100% chance to hold Sacred Ashes, the battle type has the flag BATTLE_TYPE_LEGENDARY which means held items are not given. See SetWildMonHeldItem() in pokemon.c (https://github.com/pret/pokeemerald/blob/master/src/pokemon.c) and NavelRock_Top_EventScript_HoOh:: (https://github.com/pret/pokeemerald/blob/master/data/maps/NavelRock_Top/scripts.inc)

Navel Rock (Japanese: へそのいわ Navel Rock) is an island between Floe and Chrono Islands in the Sevii Islands. It can only be accessed after downloading the Mysticticket through Mystery Gift, talking to the sailor in front of the Seagallop Ferries, and selecting it as the destination. Unlike the other Sevii Islands, Navel Rock does not appear on the Town Map by default.
Navel Rock (Japanese: へそのいわ Navel Rock) is an island between Four and Five Islands in the Sevii Islands, accessible in FireRed. The Legendary Pokémon Lugia and Ho-Oh roost on this island.

Pokémon Emerald
Role
Though not part of Hoenn, Navel Rock is visitable in Pokémon Emerald. The Mysticticket can be obtained in the same way, with the exception of being intended for the S.S. Tidal.
A player can only access Navel Rock by downloading the MysticTicket through Mystery Gift and sailing there by talking to the Sailor in front of the Seagallop Ferries in Pokémon FireRed and LeafGreen, or by boarding the S.S. Tidal in Pokémon Emerald.

In , like Birth Island, Navel Rock is invisible on the Town Map by default, only appearing when the player first arrives there. This is in contrast to the other Sevii Islands, which do appear on the Town Map. In Emerald, it never appears in the PokéNav's map.

Trivia
Trivia
* The island shares similarities with Navel Island in the Orange Islands; not only do they both have the word "navel" in their names, they are also home to an extremely tall mountain.
* This is the only island in the Sevii Islands archipelago that has not been featured in the Pokémon Adventures manga.
