In Japan, this card was released as part of a special expansion sheet available at the 7th Next Generation World Hobby Fair, held in December 1997. It was later reprinted as one of a selection of cards included in the ''[[Pokémon Song Best Collection]]'' CD, released on January 1, 1999. The English version of the card was released through [[Nintendo Power]] Magazine in April 2000, with {{wp|Magic: The Gathering}} illustrator Christopher Rush providing the artwork to replace the original Japanese artwork by [[Ken Sugimori]]. It was later reprinted in {{TCG|Legendary Collection}}, which was released outside of Japan. The English print was also released in Japan as a promotional card, awarded to passengers for completing the silver course of the JR Pokémon Stamp Rally in August 2000.

*The artwork change between the English and Japanese prints may have arisen due to the similarity of the Japanese artwork of this card to that of the first promo {{TCG ID|Wizards Promo|Mewtwo|3}}, as both are modified from Sugimori's [[Generation I]] stock art.
*As the Japanese version of this card was distributed as part of an expansion sheet, it, along with {{TCG ID|Wizards Promo|Pikachu|4}} and {{TCG ID|WHF Special Sheet|Mew|promo}}, are often regarded as unofficial additions to the {{TCG|Vending Machine cards}} collection, dubbed "Series 00".
