:::::::::::Whether the announcer's comment was an error in the script or not, considering how a shiny Magikarp is indeed golden and the announcer wouldn't possibly know what went wrong in Lance's case, we have literally seen his normal Magikarp and the events that lead to its evolution into Red Gyarados. That should be enough evidence that he has only one of them. As for the blue Gyarados, it seemed more like that fantasy shot was used simply as an imagery of associating Lance with a Gyarados (and Dragonite, as part of his team and to an extension, a Dragon-type trainer). I don't think it implied that he actually owns a normal Gyarados and a shiny one, just that he owns a Gyarados. Mentioning the fantasy thing as a trivia in the Red Gyarados article is the best it deserves, and should not be considered a separate Pokemon.
