To be completely fair, probably because the above is true, Niantic has completely changed the dropdown options on that request page in the last 8 hours. The option I specifically referred to doesn't even exist anymore.
If that is because news sites and individuals were getting the idea that new stops COULD be requested with that page (I for one sure believed it)...well, that Niantic has reduced the options and made it more clear it's only to have them (moved or removed not added) is a good thing.
That said, this request page SHOULD very much be linked in the Appendix:Pokémon GO Player's Guide/Safety page of the Player's Guide which doesn't exist yet, to talk about removing stops and gyms which shouldn't be on the map at all...if an admin would like to touch the page so that one gets underway, that would also be a good thing!
