:::Best option is to just use a non-damage-dealing move at first (Swords Dance, Recover, whatever), and just let the F.E.A.R. sit there. Or if the Pokémon has Toxic, that's another not-quite-instant-kill.
:::Either way, it's super-easy to counter a F.E.A.R. Pokémon. It comes down to luck no matter what, normally. Pursuit could be useful, if you're against someone who knows a little about the F.E.A.R. strategy, but doesn't have a good counter.
