Cerulean City is a peaceful seaside city located in the north-central part of Kanto.  Places of interest include the Bike Shop, Cerulean Gym, and a mysterious cave on the edge of town.

So you've survived the trek through Mt. Moon and reached Cerulean City... and now you're trapped.  You won't be able to leave the city until you defeat both the Cerulean Gym and your rival, who is waiting on the bridge to 24.

In the house next to the Pokémon Center, an old man is willing to trade his -type Jynx to get a Poliwhirl. Poliwhirl can only be found by using a I, so you will need to return later to complete the trade.

In the house next to the Poké Center, an old man is willing to trade his -type Jynx for your Poliwhirl. You probably won't have one yet since you don't have a fishing rod, but this is the only Jynx in the game so you'll need it to complete your Pokédex.
Gym Badge Man
In the northwest house is a man who will explain the effects of the eight Badge.  The first five badges enable the use of HM moves in the field.  Four badges increase a certain stat during battle, raising each respective skill to 112.5% of the normal value.  The four other badges ensure a Pokémon's obedience during battle.

The building in the southwest of the city is a bike shop.  Finally, you can move faster than on foot, right?  Unfortunately, the price tag is a whopping PDollar1,000,000!  Your wallet can't carry that much cash, so you'll have to track down a I somewhere...

You won't be able to enter the house behind the Gym yet, since it is blocked off by a police officer.  It seems that Team Rocket is up to no good again, having stolen a valuable item from the people living here.  After you visit the Sea Cottage to the north, you'll be able to enter the home (and exit through a hole in the back wall to leave the city).

The Cerulean Gym specializes in Water Pokémon, so your best options are Grass- and Electric-types.  Trainers who chose Charmander may have a rough time here, so you may want to venture off to 24 to catch an Oddish or a Bellsprout to help out. You may even not want to use Pikachu because of its poor Special stat thus it could easily get KO'ed by Starmie's powerful Bubblebeam.
The Cerulean Gym specializes in Water Pokémon, so Grass- and Electric attacks will work wonders.  Trainers who chose Charmander may have a rough time here, so it may be necessary to venture off to 24 to catch an Oddish or Bellsprout to help out. Take out Misty's Staryu as quickly as possible in order to move on to her Starmie. Her purple starfish is both Special and Speed than Staryu, making its BubbleBeam especially painful. Use Ivysaur or Bellsprout's Vine Whip or Oddish's Absorb to make quick work of it.

Misty's Staryu should be taken out as quickly as possible, as you will want your team relatively unscathed to take on her Starmie. Watch out for that BubbleBeam, which can be a real pain coming off of Starmie's Special stat. It's also really quick. Use your Ivysaur/Bellsprout's Vine Whip or Oddish's Absorb to make quick work of it or, if it can outspeed Starmie and survive its lethal Bubblebeam, Pikachu's Electric attacks.

Now that you've defeated Misty and won the Cascade, all of your Pokémon at level 30 or below will always obey you (even those you got in a trade), and you can use Cut outside of battle after receiving HM01.  Misty also presents you with 11 as a prize.
Defeated, Misty awards you the Cascade, which ensures your Pokémon's obedience up to level 30, even those you got in a trade.  It also enables the use of Cut outside of battle.  Misty then presents you with 11 as a prize.

Rest your team and head north.

As you approach "Nugget Bridge", Blue appears.  He taunts you like usual, and challenges you to another battle.  Pidgeotto can be a threat due to its juiced-up stats but it's nothing special other than that so let one of your stronger Pokémon take it out. Let your weakest team member fight his Abra; its only move is Teleport, so there's no risk of taking any damage and it's basically free experience. Rattata can be dangerous due to its Hyper Fang so take it out as quickly as possible. His starter would have learned its elemental attack moves by now if it hasn't done so before so keep your own starter out of the battle field and let another one of your stronger Pokémon take care of it.
As soon as you head for Nugget Bridge, Blue appears.  He taunts you like usual before challenging you to another battle.  His Pidgeotto is more a nuisance than a threat, though your Bulbasaur is vulnerable to its Gust attack. Abra, with Teleport—which fails during Trainer battles—as its only move, is nothing more than a punching bag for your weaker Pokémon. Rattata's Hyper Fang can inflict serious damage, so take it out quickly. His starter Pokémon has learned a damaging elemental attack, so avoid pitting your own starter against it.

With that battle over, there are sixteen Trainers between Cerulean City and the Sea Cottage.  Luckily, you can backtrack to the Poké Center to heal up as often as necessary.
After he runs off, there are sixteen Trainers between Cerulean City and the Sea Cottage; luckily you can backtrack to the Pokémon Center to heal up as necessary.  When you beat the five Trainers on the bridge, a disguised Team Rocket Grunt tries to get you to join the organization.  He attacks when you decline his offer, but gives up a valuable Valuable item when you defeat him.

Once you manage to beat the five Trainers on the bridge (and the Rocket grunt in disguise), you'll be rewarded with a Valuable item, which can be sold for PDollar5,000.

Now that you've gotten past the bridge, you can wander through the tall grass to the west and battle a Jr. Trainer♂.  If you're looking for an Abra, consider putting it to sleep so it can't teleport awayOh and while you're here, nab two of them since later on there is a trainer that will want an Abra and in exchange give you Mr. Mime, if you want one to keep. If catching two of them is too much frustration, though, then don't worry about it since you can be given an Abra as a prize later on. Don't forget to pick up 45 on the northern ledge.  Thunder Wave is a non-damaging move that causes paralysis, which can be helpful when trying to capture new Pokémon.
A patch of tall grass is located near the north end of the bridge.  In addition to the Jr. Trainer♂, wild Abra can also be found here.  These Pokémon tend to teleport away as soon as battle begins, so try having a speedy Pokémon put it to sleep to prevent thisAn extra Abra will be useful later on, in a trade for another Psychic Pokémon. Don't miss 45 on the hill to the north.  Thunder Wave is a non-damaging move that causes Paralysis, a helpful tactic when attempting capture.

Nine Trainers left between you and Bill's Sea Cottage.
There are nine more Trainers to fight on your way to the cape.  One of them is standing in a line of trees, and you'll need to lure him out with a battle to reach 19 lying behind him.  Seismic Toss can be helpful against durable Pokémon because it inflicts damage equal to the user's level, regardless of the combatants' Attack or Defense.

When you see the Trainer standing in a line of trees with an item on the ground behind him, make sure to be at least three spaces away from him when you cross his line of sight.  You can't cut the tree down yet to get the item, so you'll have to lure him away from the trees to battle you.  After that battle, you can pick up the 19 that was blocked off.  Seismic Toss inflicts damage equal to the user's level, regardless of the battlers' Attack or Defense.

Bill's got a problem: he screwed up an experiment and combined his DNA with that of a Pokémon.  It's not permanent though, so when he steps into the machine, use his PC to help him out.  Once he's human again, he gives you an I as thanks.  This ticket lets you board the luxury cruiseliner, S.S. Anne, that's docked in the Vermilion City harbor.  Vermilion City also happens to be the location of the third Gym.  Before you leave Cerulean Cape, leave and re-enter the cottage and check out the data on his PC to view his favorite Pokémon, the Eevee family.  This adds four new pages of data to your Pokédex.  Now take the shortcut south of the cottage to easily backtrack to Cerulean City.

The Sea Cottage on Cerulean Cape belongs to Bill, a famous Pokémon researcher.  His latest experiment has gone wrong, and his DNA was combine with that of a Pokémon!  He asks for your help, so when he steps into the machine, activate the program on his PC to return him to normal.  As thanks, he gives you an {{key|I|S.S. Stop in the Poké Center to rest up before hitting the road again.
Back in Cerulean, the officer blocking the burgled house has moved out of the way.  Inside lie obvious signs of a break-in, including muddy footprints, overturned plants, and a gaping hole in the wall that was used as an escape route.  Step through the hole to find the thief.

Now that the police officer has moved out of the way, you can finally enter the home that was robbed by the Rockets.  Besides the obvious signs of a break-in, the intruder also left a gaping hole in the wall as an escape route.  The thief is hiding out back, and attacks when you emerge from the building.

After showing that thief that you're no pushover, he hands over the 28 before running off.  Using Dig inside a cave allows you to instantly return to the entrance. Now head south; you've got a ship to catch!
When he loses, the Rocket hands over the stolen TM28 before running off.  Dig is useful when in a cave, as it instantly returns you to the entrance.

Having trouble getting your weaker team members into battle for experience?  Then you've come to the right place! The man inside will accept one Pokémon at a time to raise while you're away.  Whatever you choose to leave with him will gain 1 experience point for every step you take (if you bought the PDollar500 Magikarp near Mt. Moon, this is a good way to raise it).  The downside is that he'll make any decisions for you; he may delete a move you like, or ignore a new move altogether.  He charges PDollar100 for every level your Pokémon gained to give it back.
The house on the hill is the Pokémon Day Care. The old man inside will raise one Pokémon at a time while you are away.  A Pokémon left here will gain one experience point for every step taken.  If you bought the Magikarp near Mt. Moon, this is a good way to raise it.  The downside is that he will make every decision; he may delete a move you like, or ignore a new move.  He charges pdollar100, plus another pdollar100 for every new level, to return a Pokémon.

The gate to Saffron City is currently blocked off, so take the Cerulean-Vermilion Underground to reach 6.  The woman inside the northern building will offer to trade her Nidoran♀ for your Nidoran♂ if you're interested. This is a good deal in Pokémon Red since Nidoran♀ is hard to find while Nidoran♂ is pretty common.
