This is the Bulbapedia walkthrough for Pokémon HeartGold and SoulSilver Versions. This walkthrough follows the remade Nintendo DS versions, not Pokémon Gold and Silver.
The guide for those can be found here.

Goldenrod City

Goldenrod City

Welcome to Goldenrod, a sprawling metropolis and Johto's economic capital. Sister city to Saffron in Kanto, Goldenrod boasts a wide variety of local attractions, including a Pokémon Gym, Bike Shop, Game Corner, Radio Tower, and Department Store. With so much going on, it's easy to get distracted and overlook any shady events. But with a Team Rocket grunt keeping tabs on the Radio Tower, expect to return here to save the city from the Rockets' underhanded schemes.

Bike Shop

The Bike Shop has relocated to the city's southeast neighborhood from Cerulean City in Kanto, but business doesn't seem to be doing very well. The owner has an idea: since you're traveling so much, he'll loan you a bicycle, the advertising will increase interest, and business will pick up. Riding the bike is faster than traveling on foot (even with the Running Shoes), and he gains new customers - everybody's happy! The only downside is that your partner Pokémon can't keep up with you on the bike, and will automatically return to its Poké Ball when you climb onto it.

Game Corner

At Goldenrod Game Corner, you can win coins by playing the new Voltorb Flip game. Speak to Mr Game behind the table to receive the Coin Case. The Voltorb Flip game is exclusive to non-Japanese versions of Pokémon HeartGold and SoulSilver, replacing the slot machines present in the original versions. The game features a five-by-five grid of tiles, underneath of which are hidden numbers (which multiply the player's score when flipped) and Voltorb (which Selfdestruct and cause the player to lose all points). You can easily figure out where the Voltorb are located by using the clues provided: the number of Voltorb in each row and column are noted at the side of the screen. If you can find all of the 2× and 3× multipliers, the game will advance to harder levels. Winning at this game, as all others, will earn the player Coins, which can be traded for prizes.

Bill's house

Bill, the inventor of the Pokémon PC Storage system, lives on the city's western coast with his mother and sister. He is currently away on business in Ecruteak City, but his sister will give you his phone number. This is a useful way to check how many Pokémon that you have stored in the current box. After meeting him in Ecruteak, he returns home to Goldenrod. Stop by his house afterwards and he will give you a rare Pokémon.

Goldenrod Underground

The Goldenrod Tunnel is a tunnel stretching north-south under the western part of the city, with a small access hallway leading to the basement of the Department Store. During the week, the kiosks rotate between a salon, herbalist, and discount item shop.

  • The northern shop is only open on Monday mornings, 4am - 10am. This merchant deals in valuable items; while having no use themselves, they can be resold elsewhere for decent profit.
  • The Pokémon Salon, the center shop, is operated by two brothers. Their services will raise a Pokémon's friendship, though at different rates. The younger brotherSuWeFr charges $300, and the older brotherTuThSa charges $500. Neither brother works on a Monday.
  • The Herb Shop, the southernmost shop, sells medicinal herbs that heal or revive Pokémon and are cheaper than their Poké Mart counterparts. The downside to this is that Pokémon do not enjoy these bitter herbs, so their friendship rating will decrease slightly as a result. This shop is only open on weekends.

Herb Shop
Monday Bargain Shop Only open during the morning
Tuesday Barber Shop Older haircut brother

The north end of the tunnel houses two new venues, the Dress-Up Shop and the Memorial Photo Studio. The Dress-Up Shop lets Trainers dress up their Pokémon with accessories before taking their photo; the Photo Studio lets a Trainer dress up in a Team Rocket uniform before taking a picture of them and their Pokémon.

Name Rater

The Name Rater lives in the house to the west of the Goldenrod Gym. Like his counterpart in Lavender Town, the Name Rater evaluates a Pokémon's nickname, and gives Trainers the opportunity to think up new nicknames for them unless they were received in a trade, as they cannot be renamed.

Mood Tester

There are certain Pokémon, like Espeon and Umbreon, that can only evolve when a Pokémon reaches a certain level of friendship. The woman in the house near the Bike Shop will evaluate the friendship rating of a Trainer's first Pokémon. There are many things that a Trainer can do in order to raise a Pokémon's friendship, like grooming it, using vitamins on it, or simply walking with the Pokémon.

Global Terminal

The Global Terminal is the worldwide network over which players can interact in different ways via Nintendo Wi-Fi Connection. In order to access the terminal, players must have the the first badge of Johto. The Global Trade Station lets a player send and receive Pokémon on the worldwide network. If the player talks with the woman at the counter, she will direct them into a room in which they can either put up a Pokémon to be traded or trade a Pokémon they own for one that has been put up for trade.

Radio Tower

Step inside the Radio Tower by the train station. Felicity, the woman at the computer, allows Trainers to draw a lottery ticket, and hands out prizes if any numbers match the Trainer's ID number. Speak to the third woman behind the counter to participate in a quiz to earn the Radio Card for your Pokégear. After completing the quiz, the pink-haired girl nearby will return to her post at the Gym. Talk to DJ Buena on the second floor to get the Blue Card, which lets you play the Buena's Password game everyday to earn points to trade for items.

There are numerous shows broadcasted, with the most prominent being Oak's Pokémon Talk, Pokémon Music Channel, and Buena's Password. More shows become available later.

Professor Oak, with commentary by DJ Mary, gives tips on where Trainers can find different Pokémon species.
Hosted by Ben, this channel broadcasts two different pieces of music (depending on the day of the week) that affect how often wild Pokémon will appear.
The Pokémon March plays upbeat music that increases the chance of encountering wild Pokémon.
The Pokémon Lullaby plays soothing music that decreases the chance of encountering wild Pokémon.

Magnet Train Station

Next to the Radio Tower is the Magnet Train Station. Currently shut down, this bullet train normally runs between Johto's Goldenrod and Kanto's Saffron twenty-four hours a day, seven days a week. This is the quickest way to travel from one region to the other, since the only other method (sailing aboard the S.S. Aqua between Olivine and Vermilion) runs much less frequently, making the Magnet Train the ideal method of transportation.

Goldenrod Dept Store

Goldenrod Dept Store

Located just east of the Poké Center, the Goldenrod Department Store is the largest shop in Johto (eight floors counting the rooftop and basement), and has a wide array of items on sale.

Basement

While there are no shops in the basement, you can take the elevator downstairs to find an Ultra Ball, a Burn Heal, and an Ether lying around.

2F - Trainer's Market

The Trainer's Market sells basic equipment and items that a Trainer may need during their journey.

3F - Battle Collection

The Battle Collection sells temporary stat-enhancing items.

4F - Medicine Box

The Medicine Box sells permanent stat-enhancing items.

5F - TM Corner

The TM Corner on the fifth floor offers a variety of different TMs for a Trainer to purchase.
On Sundays, there is a second shopkeeper behind the counter, and she will give you TM27 (Return) if your partner Pokémon is happy, or TM21 (Frustration) if it is unhappy. There is also a man here who is willing to trade his Machop for a Drowzee. It is a good idea to trade, since the Goldenrod Gym is devoted to Normal-type.

6F - Rooftop Atrium

Like at the Celadon Department Store, the Rooftop Atrium houses vending machines that dispense drinks that heal a Pokémon's health. There's also a raffle that can be entered for $300, with a chance to win either a Berry, a certain type of Poké Ball, or a TM (selection changes depending on the day of the week).

With so many supplies at their disposal, Trainers should have little trouble at the Goldenrod Gym.

Goldenrod Gym

Goldenrod City Pokémon Gym
Leader: Whitney

The Incredibly Pretty Girl!

The Goldenrod Gym is devoted to Normal-type. Trainers would do well to bring Fighting-types along, since they are the only type to get a power bonus when battling Normal-types. Unless you've traded for the guy's Machop in the Dept Store, this could be a rough battle. The Gym's layout is much the same as it was in Gold and Silver, but challengers must now navigate over and around the raised platforms in order to reach Whitney.

After defeating her, Whitney sobs uncontrollably, ignoring you altogether. Unable to receive your new badge, the frustrated Trainer turns to leave when one of the junior Trainers stops you. She speaks to Whitney, and the Gym Leader finally gives up the Plain Badge (which gives a Speed boost to a Trainer's Pokémon), TM45 (Attract), and the ability to use Strength outside of battle. Whitney will also mentions that the Pokéathlon Dome is now open, so now you can compete in the games there.

Goldenrod Flower Shop

After beating Whitney, stop by the flower shop just east of the Gym. The woman inside talks about an odd tree on Route 36 that actually squirms around to avoid contact with water. An oddity, but Trainers strong enough to defeat the Goldenrod Gym should have no trouble approaching it. She gives you the Squirtbottle to instigate it, hoping to discover what it really is. Return here after obtaining the Berry Pots, and the woman who gave you the SquirtBottle will be offering Mulch for sale.
