16 is a quiet road, and the northern end of Cycling Road. Two uncommon Pokémon species—the Fire Slugma and the Murkrow—can be found here. Slugma can be found at all hours, while Murkrow only appears at night.

There isn't much going on around 16, but a pair of Pokémon species prowl around here.  The Fire Slugma and the -type Murkrow were first discovered in the Johto region, but seem to prefer living in Kanto.  The Cycling Road starts just south of here, and leads you right to Fuchsia City on the region's southern peninsula.  There are no Trainers to fight here, but an old man in the lone house will tell you a trendy saying once per day.

17 is Cycling Road itself, connecting 16 in the north to 18 in the south. There are only a few Trainers around, but you have the opportunity to catch wild Slugma and Muk in the patch of grass on the north end.
Vacation House
There is a single house located here, nestled back in the trees. Speak with the old man inside once per day to learn a new trendy phrase.

17 is Cycling Road itself, stretching between 16 in the north and 18 in the south. The place is a favorite hangout spot for Bikers, and Pokémon like Grimer and Slugma can be found in the tall grass.

Your quest for your fifth Kanto badge takes you to Fuchsia City, a place that blends both the ancient and the modern. Pal Park, the city's new attraction, now stands on the former site of the Kanto.
The Kanto that once occupied the north side of Fuchsia City has relocated to Johto, beyond Routes 47 and 48. Pal Park, a preserve where Trainers may gather their Pokémon from past adventures, has opened in its place. Like always, the Fuchsia Gym stands ready to accept all challengers on the south side of town.

The Pal Park is available after Professor Oak upgrades your Pokédex to the National mode.  You can migrate up to six Pokémon at a time from any of the Generation III games ().

The park itself is split into five main areas — forest, mountain, pond, field, sea — and each migrated Pokémon appears in the area that closest resembles its natural habitat. If you put on a good Catching Show by catching rare Pokémon or quickly catching them all, you'll earn extra points.  Aim for a high score and the prizes that come with it!
Pal Park
# More points are awarded for catching rare and valuable Pokémon
In Pal Park, you can gather six Pokémon at a time from Ruby and Sapphire Emerald FireRed and LeafGreen, and import them to the preserve. The park is divided into five different areas—field, forest, mountain, pond, and sea—and once inside, each migrated Pokémon appears in the area that best resembles its natural habitat.
# Earn points by catching six Pokémon of different types
# Earn points by catching a Pokémon whose type differs from that of the last Pokémon you caught
# More points are awarded for quicker captures

You can earn Berries by scoring points in the Catching Show.  The random Berry you receive depends on your point total.
In addition to transferring Pokémon from other regions, the preserve also utilizes a rating system to calculate the value of the migrated Pokémon. The final score is reported at the end of the Catching Show by the Park Ranger, who hands out a random Berry depending on your total. Rarer and legendary Pokémon receive higher values, while common Pokémon receive lower values. Timing is also a factor; more points are awarded for completing the challenge quickly. On your first visit, the current record-holder is Silver with 2,000 points.

You can also speak to the woman with a hat on the second floor to receive different Accessories depending on which Generation III game is inserted into your Nintendo DS.  If it's FireRed, she'll give you the Crown; or the Tiara for LeafGreen. If it's Ruby, Sapphire, or Emerald, she'll hand over a Backdrop; Underground, Seafloor, or Sky, respectively.
The Juggler
The Juggler on the north side of town likes to collect Shards, and will trade three different Berries for each one. The Berries obtained correspond to the shard's color.

The Fuchsia Gym is the same ninja training ground that it has always been, complete with its famed invisible walls. However, Koga's promotion to the Elite Four left a vacant Gym Leader position - a title now held by his daughter, Janine. She and her recruits are adept at disguise, dressing similarly to conceal the Gym Leader's true location. Poisons rule the Fuchsia Gym, so Psychic- and Grounds are the best offense. As for Janine, blast her team with a few psychic attacks, and scorch her Bug Ariados and Venomoth if needed.  Her Venomoth can raise its evasion with Double Team, so you may want to have some moves with perfect accuracy.
The Poison-specialist Fuchsia Gym is the same ninja training ground that it always has been, complete with invisible walls. However, Koga's promotion to the Elite Four left a vacant Gym Leader position, a title now held by his daughter, Janine. She and her Gym Trainers are adept at disguise, dressing alike to conceal the Gym Leader's true location. Psychic attacks will see the greatest effectiveness, but as many of the Pokémon here are part-Grass or part-Ground as well, they are also vulnerable to Fire and Water moves, respectively. As Janine is still inexperienced, her Pokémon's levels have only reached the 40s, so almost any attack from your battle-tested team can take them out quickly. In addition, four of her five Pokémon—all but Weezing—share a weakness to Rock moves. Look out for Toxic, Confuse Ray, and Explosion, and cure status ailments as soon as possible.
