The last great challenge for Trainers to prove themselves is defeating the Elite Four far to the northwest, at Indigo Plateau.
There are no Poké Centers or Poké Marts between Viridian and the summit, so rest up and gather plenty of potions before heading out.

Route 22

With all 8 Indigo League badges, there is only one major obstacle left: Victory Road. But to get there, Trainers need to battle their rival one last time. His Pokémon are no pushovers, but bring a few Fire-, Water-, Electric-, Ground-, and/or Ice-type attacks, and they won't last very long.

After the battle, go back to Viridian's Poké Center to recover. A Trainer will need their Pokémon at full-power for the gauntlet ahead.
Enter the League's front gate.


Route 23

POKéMON LEAGUE
Front Gate

Route 23 is a long route, and Victory Road awaits at the northern end. Make sure to have a surfer on-hand, or you won't make it halfway from the front gate.

In the checkpoint building is a guard who will ask to see your Boulder Badge. Behind the building, scattered across Route 23, are seven more guards to check for the seven other badges, from the Cascade Badge to the Earth Badge. Once you have presented your new Earth Badge to the eighth guard, you are free to enter Victory Road.


Victory Road

Victory Road is similar to the Seafoam Islands, but instead of dropping boulders through holes in the floor, the player needs to move them onto pressure switches set into the floor to open new areas.

Not far from the entrance is a boulder off to the left. The nearest switch is to the right. To press the switch, move the rock
↓1, →5, ↑2, →7, ↑2, →1, and ↓1.
This removes the semi-invisible wall on the rock ledge. Walk across the ledge, and take the steps to the right of the Cooltrainer♀.




There are two items sitting near the north wall. Shove the boulder ←2 spaces, and now there's a decision to make. Push it ←1 to get TM02 (Dragon Claw) to the north, or move it ↑1 to get a Rare Candy to the west. Trainers will only be able to get one of them right now, but re-enter later, and the boulder will reset, allowing you to reach the second item. Walk left past the Cooltrainer♀, and take the stairs near the Cooltrainer♂ in the northwest corner.

On the second floor, walk south to find another boulder. Push this one ←2, ↓2, ←2 onto the switch, clearing the rock ledge. Take the first stairway south, and head left to pick up TM37 (Sandstorm). There is a switch nearby but no boulder to be seen (Trainers will need to drop one down from the floor above), so walk to the right and head north to find two Trainers, a Full Heal, and TM07 (Hail). Now take the stairs near the Full Heal to the 3rd floor.

Right away, a boulder is visible to the north. Ignore it for now and head right to fight a Cooltrainer♂ and pick up a Max Revive. Head all the way to the left to find TM50 (Overheat). The stairs in the northwest lead to an isolated area on the second floor where Moltres had originally nested, but since it had migrated to Mt. Ember, the only things a Trainer will find downstairs are a PokéManiac and a Guard Spec.

Retrace your steps to the boulder near the stairs. Shove it to the northwest (↑2, ←22, ↓1, ←4, ↓3, →1). This clears the rock ledge, letting you reach the southern area. Drop the next boulder through a hole in the floor. Walk up on the rock ledge past another Cooltrainer♀, and step down in the southwest. Battle past two more Cooltrainers, and push the boulder down the hole. Drop down the hole behind it.




2F

Push the rock ←19 spaces, all the way to the switch. This removes the barrier near where the boulder fell. Take the stairs on the rock ledge to the 3rd floor.


3F

Take the next stairs down to the 2nd floor.


2F

The guy nearby will offer to teach Double-Edge to one of your Pokémon in recognition of your trek through Victory Road. Walk to the east to leave through the cave exit to return to Route 23.


Route 23

Follow the tiled path to the north, and wander through the maze of Pokémon statues at the foot of the Indigo Plateau.
