Connected to the ocean, the appearance of [[Shoal Cave]] changes with the {{DL|Shoal Cave|tides}}. Seawater floods the cave during high tide, closing off some areas and opening others. It then drains away during low tide, revealing new areas for exploration. The tides change every six hours, at 3:00 and 9:00.


The waters of {{rt|126|Hoenn}} surround a massive crater, inside of which lies [[Sootopolis City]]. There's no way to reach the city from the surface, so the entrance must be hidden beneath the waves.

When you surface inside the crater, you find {{p|Groudon}} and {{p|Kyogre}} locked in battle a short distance ahead. The unending shifts in weather have frightened many of the city's residents into their homes with their doors locked tight, while others brave the elements to witness the super-ancient Pokémon fighting. [[Maxie]] and [[Archie]] stand outside the Gym, which is also closed, begging the two Pokémon to stop their battle, but to no effect.

He leads you around to the north side of the crater, and the entrance to the [[Cave of Origin]]. After a word with the guard, he asks you to search the cave for someone named [[Wallace]].

He was once the [[Sootopolis Gym]] Leader, but something came up that caused him to leave the Gym in the care of his mentor, [[Juan]]. According to Wallace, {{p|Groudon}} and {{p|Kyogre}} are not the only super-ancient Pokémon—there is a third somewhere, named {{p|Rayquaza}}. It's believed that it was Rayquaza that becalmed the two combatants in the distant past, but even Wallace can't be sure where it's located now. He asks if you might know where it is, and after you mention [[Sky Pillar]], he sets off in search of the ancient creature. The southeast doorway leads through Rooms 2 and 3 to the southwest part of Room 4.

Push the first boulder one step westward, then shove the middle boulder one step northward. Finally, push the middle boulder to either side to reach the doorway.

Even defeated, Archie reaffirms his intent to revive the super-ancient Pokémon. While talking, the [[Red Orb]] suddenly shines brightly, awakening {{p|Kyogre}}. Like {{p|Groudon}} before it, the Pokémon flees. Just then, Archie receives an urgent call from his subordinates outside. The great energy generated by the legendary creature has altered and intensified [[Hoenn]]'s weather as expected, but to dangerous, unforeseen levels. The weather's dramatic shift to a strange mix of heavy rain and harsh sunlight influences any battles on the region's east side. [[Maxie]] and a pair of his Grunts enter a moment later. He condemns [[Team Aqua]]'s actions and tries to reason with Archie, who counters by criticizing [[Team Magma]] for disturbing Groudon.
Enter the tower and climb the stairs to 4F. Step onto the cracked tiles on the north side of the floor; this causes you to fall back down to a previously-inaccessible part of 3F. Climb to 5F and take the stairs in the northeast to reach the apex.

Upon reaching the rooftop, you find the legendary creature beyond one final flight of stairs. Approach the dragon and it awakens, before flying off with a cry loud enough to shake the tower. Follow it back to Sootopolis!
The group returns to the surface, where they witness the extreme weather firsthand. Kyogre's power has surpassed expectations, forcing Archie to grudgingly agree to work with Maxie to set things right. Once the others leave, {{steven}} swoops down to assess the situation. He informs you that the oppressive weather seems to originate in [[Sootopolis City]] to the northwest. He's headed there to investigate, and suggests you do the same.
