But it's still pretty much a regional dex, even if it doesn't explicitly exclude the Pokémon not obtainable without the Time Capsule, like Mewtwo or the Legendary Birds. ::Exactly. The GSC Pokédex is more appropriately called the "Johto-Kanto Continental Pokédex as of Generation II by location". FR/LG's Pokédex by Habitat was an update to this.
