The episode begins with the second match of Group H, as Macey faces off against Jackson, the group's third competitor.  Though Macey is ready, Jackson is more prepared to showboat than battle, saying hi to Deni and Yoshi to one of the stadium cameras.  Once the match gets under way, the three-on-three match is down to a winner-take-all - Macey down Magcargo and Starmie and Jackson down Golduck and Quagsire, with Macey's Quilava and Jackson's Poliwhirl battling for the match.  Jackson's showboating gets to the better of him, as he trips over his cape issuing orders to Poliwhirl, leaving Poliwhirl standing as it eats a Flamethrower.  This, combined with a Starmie Thunderbolt from earlier battle, seals the match for Macey.  As Ash and company watches from the stands, Brock notes that Macey saved herself from elimination by winning, which also meant that Ash and Macey are tied at the top of Group H (with Ash still having to battle Jackson), and that Ash will only need a tie against Jackson in order to advance, while Jackson must win outright to force a three-way tie.  Noting this, Brock also mentions that a second tiebreaker round-robin would be needed should Jackson win outright.

The last battle left off with Ash fighting Macy, which turned out that Ash won the match. And it soon left off with Jackson fighting Macy. Each of them are down to their last Pokémon. Macy already choosen her Quilava, but Jackson goes off wth some show-boat antics in front of the camera. He says if his mom is watching, he hopes they'll root him on. Finally he jumps off and goes into his trainer's box where he sends out Poliwhirl. Macy tells Quilava to use Flamethrower. Jackson tries to tell Poliwhirl what to attack with, but he trips on his cape and falls. Poliwhirl gets toasted and knocked out. Macy wins, giving her 3 points. All that's left on the line up is Jackson and Ash.
Back at the Athlete's Village, Squirtle and Bulbasaur are rekindling their old friendship outside, everyone else moves inside, where they notice Jackson talking to Professor Elm. As they exchange pleasantries, Jackson explains that Professor Elm had given him Chikorita, his starter, and that it had only recently evolved into a Meganium. Asking why Meganium wasn't entered, Jackson thought that it would have been better for him to save Meganium for the Victory Tournament, which, in retrospect, was a mistake.

Ash watch Bulbasaur and Squirtle play with each other while him, Misty, and Brock talk about the tournament. They decide to get some rest and see what this Jackson is made out of. The gang retires to the Pokémon Center and rests up for the next battle. Ash notices Professor Elm's voice as someone is talking to him, which is Jackson. They shake hands, and Elm recognizes Ash too! Then, Ash asks Jackson how he knows Prof Elm, and he explains that Elm gave him a Chikorita, his very first Pokémon, on the day he left New Bark Town for training. Now, it happily evolved into a Meganium. However, Ash wonders why Jackson didn’t use it when he was battling Macey, and he said that now that it’s really strong, he only uses it as a secret weapon for when he really needs it. Then, Elm asks how Dani and Yoshi are doing. Jackson says that Dani (Marina) is doing OK, although he hasn’t spoken to Yoshi (Jimmy) in a while. Then Elm mentions that they were in the previous tournament. Jackson just laughs and says “slow and steady wins the race”. Ash and Elm catch up while Jackson's still on the line, and as for Jackson, he introduces himself to Ash.
Back outside, the dynamic duo sees an apple from a tree, which Bulbasaur tries to grab.  At the same time, a Meganium, accompanied by an Azumarill, also see the same apple. The two grass types do a tug of war for the apple, which ends up splitting in half. Bulbasaur recovers the larger top half, while Meganium ends up with the bottom half.  As the two water types receive their halves, Azumarill throws its half towards Squirtle, hitting it in the face and knocking off the other half of the apple. As Meganium and Azumarill laugh at Squirtle's misfortunes, Squirtle's short-tempered side shows its face. Putting on his Squirtle Squad glasses, he prepares to pick a fight with the two, only to be restrained by Bulbasaur. As Bulbasaur tries to apologize, Azumarill slaps it in the face, bringing on Squirtle's anger once again. Bulbasaur easily shakes it off, and tries once again to restrain Squirtle once again.  As the two leave, Meganium's vine latches on to Bulbasaur, tripping it, and causing Azumarill and Meganium to laugh once again.  Now with the better half of the duo also angered, the four Pokémon begin to fight each other.

Meanwhile outside, Squirtle shoots down an apple from a tree and Bulbasaur tries to grab it with his vines. However, as soon as he caught it, someone else caught it too, a Meganium! The Meganium is accompanined with a Azumarill it looks like. Both grass types do a tug of war for the apple, which ends up splitting in half. Each water Pokémon gets it, but the Azumarill throws it at Squirtle's face. Wanting to get back at the Azumarill, Squirtle puts on his shades and stomps towards the Pokémon. Bulbasaur tries to stop Squirtle but Meganium slaps him in the face. When Bulbasaur tries to walk off, Meganium grabs his leg, making Bulbasaur fall. Now it's personal.
Inside, Professor Elm updates Ash on Larvitar, and how it and its mother, Tyranitar living in peace under Ranger Mason's preserve. Just then, they hear of a Pokémon brawl breaking out outside, with Bulbasaur and Meganium involved. Ash and Jackson figure that their Pokémon are involved, and rush outside. Seeing their Pokémon grappling, they try in vain to quell the fighting. Only when Harrison appears with Miltank does the fighting stop, by way of Heal Bell.  As both Ash and Jackson thank Harrison for breaking up the fight, Officer Jenny arrives to see what the commotion was about, and warns that any brawls could get their Pokémon's trainers disqualified. Harrison covers for Ash and Jackson, saying that the four Pokémon were only practicing against each other, with Gary appearing to back up Harrison's claim.  With Officer Jenny gone, Gary and Ash exchange a bit of trash talk, before Gary leaves.

In the Pokémon Center, Ash and Jackson hear people talking about Pokémon fighting. The ones they hear invovled are a Bulbasaur and a Meganium. Ash and figure out it's probably theirs. They run out and see that the Pokémon are fighting (well, not really fighting, just doing some weird staring game) and they try to break up the fight. Harrison comes in with Miltank to have her use Heal Bell, and the Pokémon instantly stop fighting. Ash thanks Harrison for the help and soon Officer Jenny comes by to see what all the commotion was about. All of a sudden Gary comes about and says that Ash and Jackson were just sparring. After Jenny goes off Gary talks some more to Ash before walking off, leaving Ash angered.
Later, as Ash and company are deciding on the three entrants against Jackson, noting that, in addition to Azumarill and Meganium, he also has a (shiny) Magneton, but Meganium is the strongest Pokémon on his team. Misty advises Ash to enter Cyndaquil (as a Meganium counter) and Pikachu (as an Azumarill counter).

Back in their room, Brock says that they could look up Jackson's Pokémon with the PC. He soon does and gets a list of Pokémon. Brock points out to the one's that Ash should watch out for, such as Meganium and a shiny Magneton. The match shouldn't be too rough for Ash to talk on, as long as he doesn't make a mistake.
The next day, the match begins in a smaller stadium, with Jackson having the first move (showboating off once again).  Jackson leads off with Azumarill, so Pikachu leads off.  Azumarill leads off with Water Gun, while Pikachu evades with Quick Attack.  As Pikachu reverses for the attack, Azumarill dodges at the last minute. After exchanging a Thunderbolt and a BubbleBeam, Azumarill connects with Icy Wind and follows up with Iron Tail. Pikachu, however, grabs the tail just as it connects and reverses with a Thunder, knocking it out.

After a moment, the match soon starts off. The announcer gives the introduction as the roulette spins. It stops on Jackson and so he sends out his first Pokémon, after making a comment to Marina for the camera. Jackson's first Pokémon is Azumarill. For this one, Ash sends out Pikachu. Jackson gives the first command, a Hydro Pump. Ash tells Pikachu to do a Quick Attack. Pikachu manages to out pace Azumarill's reaction and almost gets to the Pokémon but the Azumarill dodges just before impact. The water mouse retaliates with Ice Beam that keeps Pikachu still enough for Azumarill to give Pikachu an Iron Tail. But instead Ash tells Pikachu to grab on, and Pikachu does, remaining on the Azumarill. Soon Pikachu delivers an almighty Thunder on Azumarill, giving an instant KO.
Next up for Jackson is Magenton. After exchanging Thunderbolts, Ash attempts a speed game. Pikachu tries to do a Quick Attack, but Magneton dodges and uses Thunder Wave, holding Pikachu down. Finally, Jackson ends it all with a Tri-Attack. Pikachu is hurled right into a wall, and is out for the count.  Sending out Cyndaquil, as Brock remarks that Magneton, as a Steel-type, would have the disadvantage.  After exchanging a Thunderbolt and a Flamethrower, Cyndaquil manages to use a Smokescreen into Swift, which hits Magneton as it was attempting to use Thunder Wave. Magneton uses Double Team to evade another Flamethrower. As Cyndaquil tries to slowly sweep with Flamethrower for the real Magneton, it is on the receiving end of the Thunder Wave and Tri-Attack combination, knocking it out.

Next up for Jackson is his shiny Magenton. Pikachu fires off a Thunderbolt, but Magneton handles it well, followed by another Thunderbolt from Magneton. Ash knows that electric attacks aren't going to work, so he'll have to go with the other attacks. Pikachu tries to do a Quick Attack, but Magneton dodges and uses Thunder Wave, holding Pikachu down. Finally, Jackson ends it all with a Tri-Attack. Pikachu is hurled right into a wall, and went down for the count. Ash hurries to pick Pikachu up and thanks him.
Now down to his last Pokémon, Ash brings out Bulbasaur. Jackson begins with a Thunderbolt, which Bulbasaur counters with Razor Leaf.  Magneton evades with Double Team.  Bulbasaur, avoiding the same combination that had done in Pikachu and Cyndaquil, use a spinning Vine Whip to mow down the afterimages, which eventually hits Magneton. Nevertheless, the combo is tried again, but Thunder Wave is blocked by a last-minute Razor Leaf, and Vine Whip is used to evade the Tri-Attack. Finally, Bulbasaur manages to connect with a Leech Seed, which manages to sap much of its energy. One Vine Whip to spin Magneton around wraps up the matchup, as Magneton is knocked out.

Ash's next Pokémon turns out to be Cyndaquil, knowing that Steel types are weak against Fire. Looks like Ash underestimated Magneton, as Cyndaquil just can't seem to get a shot at Magneton with Flamethrower... The end result is another Thunderwave and Tri Attack combination.
Bulbasaur and Meganium are now battling for the match, and the prior bad blood is still fresh in their minds.  Trading off Razor Leafs and Vine Whips, Meganium comes off as being more powerful as some of Meganium's Razor Leafs hit Bulbasaur and it manages to throw Bulbasaur while locked in the Vine Whip.  Narrowly dodging Body Slam attempts, Bulbasaur connects on another Razor Leaf.  Evading another Meganium Vine Whip with its own Vine Whip, however, allows Meganium to hit Bulbasaur while airborne with Razor Leaf. However, Bulbasaur manages to reverse Meganium's Body Slam, and uses another Vine Whip to hook on to Meganium's neck and pelt it with more Razor Leafs.  Both slowly get back up, and slowly wear each other down with Vine Whips. On the sidelines, Misty wonders why neither are taking time to evade the attacks, in which Brock responds with the fact that to the combatants, the battle may be of pride as well, and thus both are willing to take as much as they are willing to give. Getting up one last time, both Pokémon prepare to trade off SolarBeams, which manage to knock out both Pokémon.

Ash returns Cyndaquil and already releases his last Pokémon to fight with; Bulbasaur. Jackson starts off with Tri-Attack but Bulbasaur uses Vine Whip to jump and dodge the attack. Bulbasaur fires a few Razor Leaves, but Magneton simply dodges. As soon as Bulbasaur lands, the Magneton does Double Team. Ash knows just what to do. He tells Bulbasaur to do Vine Whip, but this time, swing it across. Bulbusaur shoots out two vines in opposite directions and does a giant swing, hitting the Magneton. Finally Bulbasaur gives Magneton a Leech Seed, draining Magneton's last energy.
Despite the draw, both trainers congratulate on a battle well done. With the tie game, Ash advances to the Victory Round from Group H. Macey, also in the audience, also cheers Ash on, believing he can go all the way. Back at the Team Rocket concession stands, Team Rocket has also sold out of its new Thunderbolt badges, thanks to James' knack of what the collector would want. Once again, Team Rocket redouble their efforts into making more money.

Jackson sends out his last Pokémon, Meganium. Bulbasaur and Meganium glare at each other. It looks like the two grass types still has a feud to settle. Bulbasaur starts with a Razor Leaf, but Meganium counters with a Razor Leaf of its own! Meganium’s Leaves happen to be stronger, and they destroy all of Bulbasaur’s leaves, and hit him! Then, Bulbasaur uses a Vine Whip and grabs Meganium, but Meganium does the same thing and starts to grab Bulbasaur… Apparently, Meganium is heavier, so he manages to lift up Bulbasaur, and slam him to the ground! Then, they get into a physical fight… Meganium keeps trying to Body Slam Bulbasaur, but Bulbasaur is just too quick, and keeps avoiding it. Then, Bulbasaur uses a Razor Leaf, and manages to finally hit Meganium! Then, Meganium goes for a Vine Whip, but Bulbasaur jumps and avoids it, and uses his Vine Whip to grab Meganium’s neck. Then, Meganium uses a Razor Leaf again, hitting Bulbasaur. But Bulbasaur doesn't let go! However, Meganium manages to shake off Bulbasaur. Then, he hits Bulbasaur again with a Razor leaf! However, Bulbasaur uses its vines to grab Meganium’s neck again, weakening him, as he uses a Razor Leaf, which hits Meganium. Then, Bulbasaur and Meganium attack each other with Vine Whip repeatedly. As they keep hitting each other, Brock realizes they are both about to faint… Then, Ash and Jackson, at the same time, command a Solar Beam! They both shoot a beam which collides, making a big explosion… After a while, it clears up and it looks like Bulbasaur and Meganium both fainted! This match is a draw!
Back at the Athlete's Village, the preliminary rounds have been decided. Ash discovers that Harrison advanced from his group, as did Gary. What surprises him even more, though, is that his first round match in the Victory Tournament is against none other Gary.  The battle of the eternal rivals is starting to heat up...
Ash qualifies to go onto the next round. And when he sees the tournament match-ups in the Pokémon Center, his next opponent is... Gary!
