The thing is, the only Pokémon that the PLEEI is stated to have raised were Pikachu, Ivysaur, and Charizard. In all likelihood, they are "owned" by the Pokémon League itself, along with the other Pokémon listed here. Not only that, but the instructor who battles Nurse Joy isn't even the same guy (he has glasses and different hair).
