The term has been pretty often, and it refers to event Pokémon it seems. Heck, Champions Tournament has this: ''"You may not have duplicate Pokémon or duplicate held items. The item Soul Dew and the move Sky Drop are banned. Legendary or mythical Pokémon may not participate, either. For these battles, all Pokémon will be set to Level 50."'' - and I am sure it refers to more than Sinnoh legendaries (Keldeo and Genesect, at least on Nintendo's YouTube channel, so idk actually D:).
