I just trained a lot of Speed EVs on a level 83 Gardevoir, in HeartGold.  She had a Speed stat of 170 at the beginning of the training, with only 100 Speed EVs.  After gaining 100 additional Speed EVs from battle, I checked her stats again, and her Speed stat was still 170, as expected.  I then used stat berries to wipe out all her HP, Defense, and Special Defense EVs, then gained 52 more Speed EVs from battle.  Since she had 13 total EVs still available, I decided to feed her a single Iron.  After this I checked her stats again, and her Speed stat was suddenly 201.  She is still level 83 and has neither leveled up nor been moved anywhere aside from Route 10 since gaining the 152 Speed EVs.

This seems to indicate that either vitamins or stat berries may be able to cause battle-earned EVs to be applied to stats without need to level up, which seems to mean that it's possible to EV-train a level 100 Pokemon, at least in in HG/SS.
