::::They go in the water yes but they don't go on the top of the water with humans riding them much like surf. Also Pidgeot appears to know Fly since it carried Ash on its back a trait of Fly. Though even if Gible in the game can learn Rock smash it doesn't mean that it knows it in the anime. :::::Why does this conversation about Surf keep coming back? It's stupid... of course the Pokémon swim with a human riding them. They can't swim underwater without having to come up every 30 seconds or so so the human can breathe. Ash has used Squirtle to travel short distances (and in M01 it was long distance in a storm), Misty has used various Water types, and so many others have done the same thing. It's not surf. It's something called "swimming". Just like with Fly. You don't get on a bird to have it walk you around, unless it's a Doduo or Dodrio. That's what wings are for. Flying.
