:The anime works on a what-we-see-is-true basis. We see Grotle with no ability; we write "Unknown". We don't see Arbok evolving into Seviper, so we don't put that in either. The writers aren't stupid enough to make Jessie release her strongest Pokémon, only to catch its evolution. Besides, the anime is based on the underlying and overruling concept of the game.
