:It may be referencing that, in real life, inbreeding can lead to developmental problems in the newborns, and so no such issues (always poor IVs, for example, or crappy natures) would occur in the Pokemon games. The second part is straightforward; you cannot breed a parent Pokemon with its offspring in G/S/C. I'm not sure if sibling breeding is allowed, however.
