All HM moves require a certain badge to be acquired in order to be used outside of battle. This is so that even if a player gets a Pokémon with HM moves early, they cannot use them to sequence break (For example, if one got Surf near the beginning of Red/Blue, they could use it to go straight from Pallet Town to Cinnabar Island, skipping up to 6 Gyms in the process if it wasn't required to have the Soul Badge in order to use Surf),
