+Mew was not actually available at these dates. The "Mew machine" was not collected from Japan until the 16th April. What they offered instead was a chance to win a badge if you challanged and beat a rep from the Pokemon league, with this badge you could either redeem it at a the tour in July or send it into the magazine with your game and they will put Mew onto your cartridge (again, not offered until July). This is detailed in the Nintendo Official Magazine issues 91-95. The only other way to get Mew before the tour was to win one, they had 100 available as detailed in issue 94.
