There is a glitch in R/S/E where if you press B at the right time while entering the Seafloor Cave, you'll be asked to resurface while you're over its entrance. If you choose to do so, the game will put you on a rock in the water (not technically a water tile), so you'll be on your feet and able to walk on the water.
