:This was probably a later retcon, but Dawn couldn't capture Pikachu because it was already imprinted (or something) with Ash's Poké Ball. So I assume that Damien just released Charmander, told it that he'd come back, and walked off so he could have more space for Pokémon. That's why Charmander could go into Ash's Poké Ball.
