:Personally, I think it's shiny until proven otherwise. Sure, the dex showed him the same color Toxicroak, but the animators have messed up with coloring before. Point is, this Toxicroak matches the shiny Toxicroak seen in the games, which are of course now full-color, meaning that we can't have the errors we did before with coloration. It's not really a rumor, it's just... well, how it appears, so as far as we know, it's shiny.
