:::I don't think there has been any official confirmation one way or the other, so we can't put it on Bulbapedia either way. Personally, since events or characters from past regions are very rarely mentioned or alluded to in future regions, I think they'd make a point of saying so in the movie somewhere if it was the same Lugia.
