:There is so much wrong with that logic I don't even know where to begin. OK, first, levels are disregarded in the anime. Second, even if levels weren't disregarded in the anime, nothing would be stopping Georgia from stopping Pawniard's evolution until it learned Guillotine and then letting it evolve afterwards. Pawniard don't evolve ONLY at level 52. Level 52 is just the lowest level at which they can attempt to evolve. Pawniard will attempt to evolve at all levels from 52 to 100.
