:It's saying that Gligar is Ash's second Flying type on the team (after Staravia; hence non Normal/Flying type, which I agree is confusing), and it's the third time he has had two flying types on the team (since Charizard). The first part of the trivia isn't notable, as seconds (let alone third) isn't notable.
