:I has never been distributed over Wi-fi or any other way. It's for Arceus, they did the same thing with Darkrai and Shaymin. Just wait a couple months and they will release it. - This is actually not true anymore because Toys"R"Us had an Arceus Giveaway event which began on November 7th and lasted through November 15th.
