Annie and Oakley (Japanese: ザンナーとリオン Zannā and Rion) are the pair of thieves in Pokémon Heroes. They are named after Annie Oakley, in the same manner as the Rocket duos Jessie and James, Butch and Cassidy, and Attila and Hun.

Annie (Japanese: ザンナー Zanner) is the secondary antagonist of Pokémon Heroes: Latios & Latias. She is a Team Rocket operative, at least in the English dub, alongside her partner and younger sister Oakley.

Not much is known about Annie nor her sister before Pokémon Heroes: Latios & Latias, but since James instantly recognizes them, their reputation precedes them.

In the dub, they were assigned a mission by Giovanni, implying Team Rocket membership, but this is not present in the original.

Abilities
Annie, along with her sister Oakley, was after the Soul Dew and the category Latias and Latios, the entities they needed to activate the mechanised weapon known as the Defense Mechanism of Alto Mare or DMA. Trailing Latias through Alto Mare, Annie and Oakley located the Secret Garden, home to the Eon duo and the Soul Dew. While Latias escaped, Annie and Oakley managed to grab Latios and the Soul Dew. While Oakley commandeered the DMA, Annie became a worried bystander when Oakley lost control and Alto Mare came under threat of a tsunami. When she tried to remove Oakley from the DMA, she instead became stuck as well.
Excellent at balance and athletics, the pair have no trouble making heroic leaps, cartwheels while fighting Latios and Latias, and keeps perfect balance on a beam which Jessie, James and Meowth have trouble with. The pair also have some very advanced technology at hand - they have glasses which can identify Latias when disguised and which can see Latias and Latios when invisible, and they capture Latios using what appears to be a net of energy.

However, we rarely actually see Oakley use these devices; it usually falls to Annie.
At the very end of the movie, they were rescued by police and sent to a heavily guarded prison. They were last seen in said prison, where they examined the possessions of Lawrence III. Presumably, both are still behind bars.

Annie
Annie briefly reappeared in a montage in The Rise of Darkrai, which chronicled the preceding nine movies.
Unlike her younger sister Oakley, Annie is a little less concerned with the task at hand, and appears to be slightly more vain. Prettier and more suave than Oakley, Annie is enchanted by the beauty of the Soul Dew, rather than the abilities of the DMA or capturing Latias and Latios for Giovanni - she even screams that her outfit is ruined when she falls into a canal.

Ditzy as she appears, Annie is more in control than Oakley is, as Oakley goes somewhat mad with power when commandeering the Defense Mechanism of Alto Mare (DMA), despite Annie's concerns about using it.
Character
Unlike her younger sister Oakley, Annie is less concerned with their goal than she is about her appearance. She is more stable and suave than her sister, and more enchanted by the beauty of the Soul Dew than the abilities of the Defense Mechanism of Alto Mare or capturing Latias and Latios . Like her sister, Annie is very charming, manipulative, tech-savvy, and thorough in her work. Both have vain, thrill-seeking personalities and a ruthless determination to succeed, but Annie lacks Oakley's megalomania.

Annie is not seen to have any Pokémon apart from her Espeon, which seems to be at a very high level.
Annie has excellent balance and athletic abilities, making huge leaps and cartwheels while fighting Latios and Latias with no trouble. She also has some rather advanced technology at hand; she has glasses that can identify Latias when disguised and can see Latias and Latios when invisible, and they captured Latios using what appears to be a net of energy. However, Oakley is usually the one operating these devices.

Oakley
Pokémon
Although the younger sister, Oakley appears to be the brains behind the operation. Annie may be more suave, but it is Oakley who masterminds the plan. Unlike Annie, Oakley has a lust for power - Oakley is quick to use the DMA, and once at its helm, her desires for power take over - in the dub, "I can control the whole world from in here!"; in the original, "Now this city is mine!" (もうこの町はあたしのもののよ!).
This listing is of Annie's known Pokémon in the anime:

She only uses it briefly, but we see Oakley is quick to learn how to use the DMA. In that time, she floods Alto Mare, almost drowns Ash, resurrects Kabutops and Aerodactyl fossils, among other things. Adept as she may be at using it, however, she does not know where to stop, and that eventually proves to be her downfall.

|desc=Espeon is Annie's only known Pokémon. It was first seen when Annie and Oakley were trying to capture Latias disguised as Bianca. Espeon continued to chased after Ash and Latias, but it soon lost track of them while navigating Alto Mare's laneways.

Oakley is not seen to have any Pokémon apart from her Ariados, which seems to be at a very high level.
Later, its Psychic attack proved powerful enough to knock Lorenzo out cold, allowing the sisters to steal Latios and the Soul Dew. Espeon stood guard while Annie and Oakley caused chaos across Alto Mare using the DMA.

Future
Espeon's known moves are Psychic, Swift, Psybeam, and Tackle.}}
At the very end of Pokémon Heroes, Annie climbed into the DMA to join Oakley and ended up getting stuck inside it. They were rescued by police, and ended up in a heavily-guarded prison. The last we see of the two is them in said prison, looking at a picture book about the events of the second movie. Presumably, both are still behind bars.
